Accessible Mail Ballot

If you are print disabled (e.g., blind or have low vision or impaired manual dexterity), you have 2 options to vote from home. You can request assistance marking your ballot or you can vote independently without assistance using an electronic ballot marking tool with screen reader assistive technology. You will need access to a computer to use this tool.

Voting with Assistance Process

Step 1. Complete a mail ballot application. When you submit your application, check the checkbox that you will need assistance marking your ballot. You can submit your application via email, mail, or in person.

Step 2. We will mail you a ballot package. This includes your ballot sealed in an envelope, instructions, a return envelope with prepaid postage, a privacy envelope to seal your marked ballot, request for assistance form, and your sticker.

Step 3. When you receive the package, your assistant should complete the Request for Assistance form.

Step 4.  Your assistant can open and mark your ballot.

Step 5. The ballot should be sealed in the privacy envelope.

Step 6. Complete the statement on the privacy envelope.

Step 7. Place the Request for Assistance form in the return envelope. Place the privacy envelope with ballot enclosed in the return envelope. Do not seal the request for assistance form in the privacy envelope with the ballot.

Step 8. Drop your ballot in any post office box or drop location.

Electronic Ballot Marking Tool Process

Step 1. Complete a mail ballot application. When you submit your application, include a note that you need to vote using the electronic ballot marking tool. You can submit your application via email, mail, or in person.

Step 2. We will mail you a set of 2 envelopes to return your ballot. A return envelope with prepaid postage and a privacy envelope to seal your ballot

Step 3. We will email you a link and instructions for accessing your ballot from your home computer.

Step 4. Mark your ballot using the electronic ballot marking tool.

Step 5. Print your ballot.

Step 6. Seal your ballot in the privacy envelope provided by our office.

Step 7. Write your name, address, sign and date anywhere on the privacy envelope. You are signing a statement that reads “Statement of Voter. Your ballot will not be counted if you do not fill in this form completely. I do hereby state, subject to felony penalties for making false statements pursuant to 24.2-1016, Code of Virginia, that my full name is that I am now or have been at some time since last November’s general election a legal resident of (state your legal residence in Virginia including the house number, street name or rural route address, city, zip code); that I received the enclosed ballot(s) upon application to the registrar of such county or city; that I opened the envelope marked “ballot within” and marked the ballot(s) in the presence of the witness, without assistance or knowledge on the part of anyone as to the manner in which I marked it (or I am returning the form required to report how I was assisted); that I then sealed the ballot(s) in this envelope; and that I have not voted and will not vote in this election at any other time or place. I swear/affirm, under felony penalty for making willfully false statements or entries, that the information provided on this form is true.”

Step 8. Place the privacy envelope with ballot enclosed in the return envelope.

Step 9. Drop your ballot in any post office box or drop location.
